Harry and the Accion consultants took very complex material and readily digested it for us to make the important decisions required by law. They were diligent in covering specific details and in-depth explanations of both material and the underlying rationale, as well as history of the subject matter. They are always thorough and pay close attention to detail.

Competitive Procurement

Since its incorporation in 2001, Accion Group has been routinely involved in high-profile consulting engagements, thus securing a reputation as one of the premier firms providing independent review of utility procurement practices. Our firm has served as Independent Evaluator ("IE"), Independent Monitor ("IM"), or Independent Observer ("IO") to state commissions on competitive solicitations covering more than 120,000 MW in markets from our primary base in New Hampshire to California, Hawaii, Georgia, Oregon, Florida, and Arizona. Accion Group has also assisted utilities in the preparation for, and the conduct of, power supply solicitations in Maryland, Massachusetts, and Nevada.

Accion's Goal

Accion Group's ultimate goal as IE/IM/IO is the same as the purchasing utility and state regulators: ensuring the solicitation obtains the best deal possible for ratepayers, given current market and regulatory conditions in terms of both price and non-price factors. With a reputation for effective, credible, and sophisticated IE/IM/IO procedures, Accion Group is one of few firms poised to successfully execute competitive procurement evaluation required by large utilities across the nation.

Accion Group provides clients with a sophisticated competitive procurement website that allows for comprehensive management of bidding processes, while also serving as a secure and anonymous conduit for information between our client and their bidders. In April 2011, Accion Group launched Accion Power, a consolidated website that hosts all of the competitive procurements that Accion is currently running. Accion Power serves as a portal to access RFPs run completely online, with 100% electronic, paperless bidding.

Accion Group designed and currently operates our competitive solicitation website platform for Georgia Power Company, Portland General Electric, and Tucson Electric Power, and recently completed an engagement with the Arizona Electric Power Cooperative.

Our proprietary website structure provides all bidders with access to the same information at the same time, and maintains comprehensive records of all website activity. Bids can be accepted and information can be exchanged with individual bidders, with every exchange captured and date stamped, ultimately creating a complete record of all exchanges during the RFP process. This secure procurement management platform can be tailored to the unique demands of each project; for example, Accion Group customized this platform to function as a three-tiered, non-competitive queue for the Hawaiian Electric Company's Feed-In Tariff (FIT) program for the islands of Oahu, Hawaii, Maui, and Lanai.

Accion's Reviews

Accion's independent reviews typically include assessment of impact on rates, transmission and distribution resources, system reliability, and load growth. Our consultants frequently address issues of siting, licensing, creditworthiness, contract terms, disposition of responsibility for future credits and obligations, and ownership structuring, before terms for resource procurement are presented to potential suppliers. By remaining well-versed in the energy industry's most recent developments through our constant participation in competitive procurements, Accion Group's consultants are able to meld their individual backgrounds with up to the minute knowledge of utility procurement requirements to successfully review energy contractual obligations.
