John B. Hart, Consultant

With more than thirty years of experience in the power supply industry, Mr. Hart has held senior positions in energy and environmental management, as well as in governmental affairs. He brings to Accion Group a comprehensive understanding of strategic and regulatory issues faced by utilities, as well as the technical and operational aspects of power plants.

As a consultant, Mr. Hart has provided a wide range of services to the nuclear industry on issues covering the entire fuel cycle from enrichment to operation to decommissioning. Clients have included the Georgia Public Service Commission, Exelon, Florida Power & Light, Areva, Northeast Utilities and Bechtel.

Prior to joining Accion Group, Mr. Hart served as Manager of Environmental and Government Affairs at Seabrook Station Nuclear Power Plant with responsibilities for the station's interface with the Public Utilities Commission, the state government, and minority owners as well as the compliance to all air, water, and waste discharge environmental permit requirements and Mr. Hart also led the Ownership Transition Project during the 2002 auction of the station's ownership shares and ultimate sale of Seabrook Station to Florida Power & Light, working closely with all stakeholders on the human, legal, licensing and environmental issues to ensure a successful transition.

Earlier in his career, Mr. Hart was employed by Ebasco Services, a builder of fossil, hydro, and nuclear power plants, where he worked as the Manager of Nuclear Operations and Safety, project engineer, and Licensing Manager during the construction and licensing of a number of nuclear power plants.

As a consultant to the energy industry, Mr. Hart has provided testimony to the NRC's Atomic Safety and Licensing Board, the New Hampshire Public Utilities Commission, the New Hampshire Nuclear Decommissioning Finance Committee, the New Hampshire Air Resources Council, and other legislative committees.

Mr. Hart holds a Bachelor of Science degree in Engineering from the United States Naval Academy, as well as a Certificate in Power Engineering from the Stevens Institute of Technology and an Environmental Management Systems Certification from Northeastern University.
