Southern California Edison

Accion Group serves as Independent Evaluator for the recently enacted SCE Renewable Auction Mechanism (RAM) program. Accion is reviewing all protocols, documents, and application of criteria. The RFO was released in 2011 and proposals were submitted in November 2011.

HECO Feed-In-Tariff (FIT)

Accion Group designed and currently operates Hawaiian Electric Company's Feed-In Tariff Program, managed through Accion's competitive procurement website service. With the HECO FIT program, our website was modified to function as a three-tiered, non-competitive queue. Any individual, small business, or other entity can submit a standardized FIT application directly through the website and be entered into a queue to sell renewable energy to Hawaiian Electric.

Georgia Public Service Commission

Accion Group has served as Independent Evaluator for the solicitation of energy and capacity for Georgia Power Company for RFPs with deliveries beginning in 2009, 2010, 2011, 2012, 2014, 2015, and 2016; solicited supplies for 7 to 40 years. Accion Group also served as Independent Monitor for the solicitation of 80,000 MWh of electricity from renewable resources, with a particular interest in procuring electricity from solar photovoltaic sources. Accion Group designed and operates the website through which all RFP information is available to bidders.

Southwest Public Power Resources Group (SPPR)/Arizona Electric Power Cooperative (AEPCO)

Accion Group served as Independent Monitor for this consortium of public power entities for the procurement of long-term power supplies, open to both renewable and conventional resources. Acceptable bids ranged from 5MW to 300MW, making the solicitation attractive to multiple technologies. Accion designed and operated the website for SPPR/AEPCO's solicitation and performed a full review of the RFP protocols, documents, and evaluation process. Accion tested the evaluation modeling using our "mock bid" process. We also monitored negotiations and maintained compliance with Code of Conduct requirements.

McDonough Plant at Georgia Power

Accion Group currently functions as the Independent Monitor for Georgia Power's construction and eventual operation of a 1,590 MW generating facility at McDonough. As the Independent Monitor during the on-going construction of "McDonough 3", Accion Group is monitoring the construction schedule and budget, evaluating the planned technology and the costs of materials, supplies, and labor, and evaluating the planned financing of the plant, the estimated costs of operation, projected future capital requirements, and overall financial impact of the project.

During this supply-side resource construction project, Accion's consultants are providing the Georgia Public Service Commission and the Georgia Power Company with quarterly monitoring reports. The McDonough project was slated for completion in June 2011.
