Accion Group is pleased to announce we are serving as the Independent Evaluator (IE) and providing the online solicitation platform for Southern California Edison's (SCE) Fourth Solar Photovoltaic Program Request for Offers (SPVP 4 RFO) for Product from eligible solar photovoltaic Generating Facilities.
Offers for SPVP 4 are to be submitted online by January 6, 2015. Offers can submitted individually, however, the program also encourages Offerors to submit aggregated, mutually inclusive and mutually exclusive Offers. Accion Group was selected to serve as the Independent Auditor for Black Hills to oversee the solicitation of proposals through a combined Requests for Proposals (RFPs) for resources over varying contractual terms for seasonal firm market purchases to cover the summer peak capacity needs in 2017, 2018 and 2019 (approximately 42 MW, 29 MW and 33 MW respectively).
Black Hills was also seeking to acquire up to 60 MW of renewable resources ("eligible energy" resources as defined by the Colorado Public Utilities Commission rules) through this solicitation.

Accion Group served as the Independent Evaluator (IE) for SCE's Renewable Auction Mechanism (RAM) program, which was designed and operated online at http://sceram.accionpower.com. The semi-annual auction was conducted on-line as a paper-less solicitation.
The first auction was conducted in November of 2011, the second in July of 2012, the third in December of 2012, and the fourth in June of 2013. Accion reviewed all protocols, documents and applications of criteria during the development of the program and was responsible for validating the evaluation of all Offers. The most recent Auction, RAM 5, received Offers in June of 2014.
Bonneville Power Administration (BPA) selected Accion Group to serve as the Independent Evaluator and to provide the online solicitation platform for its Oversupply Management Protocol. This platform was specifically created for the administration of cost displacement by generators who were pre-identified by BPA to participate. This website has limited accessibility as it is open exclusively for generators in the BPA territory. In March of 2013 a new silo was released.

Accion Group designed and currently operates Hawaiian Electric Company's Feed-In Tariff Program, managed through Accion's competitive procurement website service. With the HECO FIT program, our website was modified to function as a three-tiered, non-competitive queue. Any individual, small business, or other entity can submit a standardized FIT application directly through the website and be entered into a queue to sell renewable energy to Hawaiian Electric. Accion Group has served as Independent Evaluator for the solicitation of energy and capacity for Georgia Power Company for RFPs with deliveries beginning in 2009, 2010, 2011, 2012, 2014, 2015, and 2016; solicited supplies for 7 to 40 years. Accion Group also served as Independent Monitor for the solicitation of 80,000 MWh of electricity from renewable resources, with a particular interest in procuring electricity from solar photovoltaic sources. Accion Group advised Georgia regulators on the proposed construction of two additional nuclear units at the Vogtle Nuclear Station. Our review was conducted as part of our evaluation of a solicitation for proposals in completion with the self-build proposal of Georgia Power Company. Accion?s consultants evaluated the construction planning, terms for contractual services, and the cost projection structuring. Our evaluation also included decommissioning planning, cost projections, sufficiency of the existing decommissioning trust balances, and review of ISFSI planning. Accion Group consultants provide periodic review of the construction of these units on behalf of the Georgia regulators.
Accion Group served as the Independent Monitor for Georgia Power's construction and eventual operation of a 2,590 MW generating facility at McDonough. As the Independent Monitor during the construction of "McDonough 4, 5 and 6", Accion Group monitored the construction schedule and budget, evaluated the planned technology and the costs of materials, supplies, and labor, and evaluated the planned financing of the plant, the estimated costs of operation, projected future capital requirements, and overall financial impact of the project.
During this supply-side resource construction project, Accion's consultants provided the Georgia Public Service Commission and the Georgia Power Company with quarterly monitoring reports. The McDonough project was completed in 2013.
