Dave Ball, Consultant

David Ball, recently retired from Georgia Power Company after 35 years of experience, is the principal consultant of DB Economics, Inc. 

A current consulting engagement includes serving as a Senior Consultant for Accion Group.  In this role, Mr. Ball is an evaluation team member reviewing market participants’ proposals for Tranche 1 of the Duke Energy Competitive Procurement of Renewable Energy Program.  Mr. Ball is primarily focused on evaluating the pricing proposals and overseeing Accion’s economic evaluation modeling effort incorporating bidders’ hourly production load profiles and Duke Energy’s hourly marginal generation costs.

Recently Mr. Ball led Georgia Power Company’s Profitability and Economic Analysis team with responsibilities for economic evaluations of beneficial electrification and energy efficiency programs, renewable energy programs, batteries and other distributed energy technologies.  Mr. Ball prepared and defended demand side management filings with the Georgia Public Service Commission (PSC), including energy efficiency potential studies and integrated resource plans as well as preparing witnesses for testimony in regulatory hearings. 


Mr. Ball was also responsible for interaction with energy efficiency advocates and regulatory staff on a variety of issues and topics.  Mr. Ball has specific technical expertise in marginal cost evaluations from customer and utility perspectives, including hourly load impacts on incremental or avoided costs, customer savings, and rate impacts.
