Harold T. Judd, President

With more than thirty years of diverse experience in regulated industries and emerging markets, Mr. Judd leads Accion Group's engagements across the country and specializes in advising regulators and utilities on strategies for the electric utility post-deregulation era. As President and co-founder of Accion Group, Mr. Judd's background as a consumer advocate, federal prosecutor, state's counsel, and counsel for utilities and energy markets allows him to contribute thorough knowledge and seasoned leadership during Accion Group's energy consulting engagements. Mr. Judd is actively involved in the design and management of competitive solicitations for power supply to meet wholesale energy needs, provides mediation services to the energy industry, and advises regulators and power plant owners in the area of nuclear decommissioning planning and funding.

Early in his career, Mr. Judd served as counsel to the Special Assistant to the President in the White House. From 1989 to 1993, Mr. Judd served as Senior Assistant Attorney General for New Hampshire's Office of the Attorney General, where he was the chief negotiator in the bankruptcy of the Public Service Company of New Hampshire. Mr. Judd subsequently worked as an attorney for a mid-sized New England law firm, where he designed and executed the first deregulation of a retail gas company in New Hampshire, and restructured the debt for an electric utility cooperative outside of bankruptcy. Mr. Judd was also in-house counsel for PG&E Energy Services and Southern Electric International (the predecessor to Mirant).

Later in his career, Mr. Judd founded Judd Associates, Inc., where he specialized in advising regulators and companies on changing markets; Judd Associates, Inc. became Accion Group in 2001. Mr. Judd's experience as an advisor and consultant to major clients such as the Nuclear Decommissioning Finance Committee, the Georgia Public Service Commission, and the Hawaiian Electric Company allows him to provide crucial guidance as President at Accion Group. Mr. Judd holds a J.D. from the University of New Hampshire School of Law (formerly Franklin Pierce Law Center), and a B.A. from the University of Wisconsin at Madison.
