Philip B. Layfield, Senior Consultant

As an independent consultant to the energy industry with more than thirty years of experience in electric transmission and distribution experience, and domestic and international transmission design and maintenance, Mr. Layfield assists Accion Group in reviewing and analyzing issues relating to transmission and distribution operations, costs and planning assumptions, and determinations. 


In the position of Consultant at Accion Group, Mr. Layfield recently completed a review of proposed transmission upgrades to meet the requirements of Vogtle Units 3 and 4 in Georgia, a total of 2,400 MW of generation.  He has reviewed the transmission and distribution operations, cost and planning assumptions, and determinations in a number of states, including systems with significant transmission congestion constraints in the Pacific Northwest, Georgia, Florida, and Hawaii. Mr. Layfield's recent transmission and distribution reviews also include impact assessment for the addition of major renewable generation projects.

Mr. Layfield has had significant success working with teams from both electric and gas utilities.  These teams used problem solving and process improvement techniques to achieve operation, maintenance and capital savings. This approach focuses on comparative metrics and activity based management.

 Prior to his work at Accion Group and as an independent contractor, Mr. Layfield was employed by the Potomac Electric Power Company (PEPCO), where he pioneered the use of electric system modeling for load analysis, He served on the PJM Operations Committee and appeared as an expert witness on maintenance matters for PEPCO, and has also presented expert testimony on utility matters in Connecticut, Guam, Kentucky, Nevada, Indiana, and Colorado. Mr. Layfield holds both an MBA and a B.S. in Business Administration from The George Washington University. He also completed numerous post-graduate engineering courses.
